1)      OUR  BASIC PRINCIPALS AND VALUES

·        GREEN PARTY OF KOSOVA (GPK) is a Kosovar political party with nonpolitical characteristics and part of the World Green Movement. GPK is engaged for authentic environmental, economical and social values, as well as protection of national interests – Independence of Kosova and its fast integration in Euro-Atlantic Structures.

·        We base our activity on:

- Ten basic principles or basic values of the Greens of USA.

                  - Basic principles of the European Federation of the Green Parties.

- Australian Greens and

- Manifesto of WEP

 

·        Our basic principles are:
SOLIDARITY, INNOVATION, INDEPENDENCE, EXPLICITNESS, TRANSPARENCY, DIVERSITY, BASIC RIGHTS, REDIFINITION OF PROGRESS, DIRECT DEMOCRACY.                                                                                                                   

-         Solidarity: Equality and mutual help on the local, national, regional, European and World level.

-         Innovation: Use of human intelligence and creativity for general benefit.

-         Independence: Independent from impacts of different leagues or their special interests.

-         Explicitness or Transparency: Open and transparent even when information is classified for the citizen’s interest and progress.

-     Diversity: Respect, affirmation, biodiversity cultivation and social
      diversity, accepting differences and co-existence of the opposites.   

-         Redefinition of progress: So far, the price of every item was known but the value of it was never calculated. In the future, these values should be known based on ethical prices and investments, while leaving beside the so-called “cowboy” economy used so far.

-         Substancial  and equal dialogue is a mins to towards solving political problems, without the use of the violence.

-         We engage ourselves for tolerence , cooperation, open borders and free movement of people , capitals and goods , ideas and statut of Albanians in the united Europe.

-         Respekting human rights, collective and nationale rights , cultureal diversites , environmental rights, international norms and conventions,citizen participation in desicin-making for political , social and economic issues.

2).  ECONOMICAL AND POLITICAL ISSUES

·         Ecology is not in contradiction with economy

·        One of the prejudices that is related with the Greens is that environmental protection is in contradiction with the interests of economical development, social production increase, living standard advancement and providing new working positions. The experience from developed countries shows the opposite. The capital is being oriented more and more in the environmental protection. Partnership between economical development and environmental protection brings an increase in productivity and sustainable and long-term standard. This in reality carries SUSTAINABLE DEVELOPMENT, which makes us optimistic for the future. EUROPIAN UNION AND GLOBALIZATION

           .   European Union and Globalization

We support, are in solidarity with the Green of Europe, accept the principles and resolutions of the European Federation of the Green Parties, while wanting to join this structure ourselves very soon.

We are in solidarity with the Greens of Europe that oppose nowadays tendencies to close up. WE SUPPORT THE INTERNATIONAL CONTROL OF GLOBALIZATION. The rise of new walls that interfere with peoples’ movement and at the same time the downfall of  obstacles for unconditional capital and inventory movement, are in contradiction with partnership and friendship with the environment and make the optimism for the future pale. Even the instruments of Globalization themselves, like: OBT, FMN and Standardization, should be put under international auspicious.

 

-         Albanians in the space of ex- Yougoslavie were  and still are in same way neocolonialist position from current powers.

-         We engage to used ours natural resource based ecological sustainable .

-          Economical sustainable development based  in the modern activity and  economic thinks  and technological development friendly with the environment.

-         Development economic product mast be style that  kind  so they can faster  be adapt e to changes in market  because of outside influences  and hardly situations like war or elementary impacts.

3). ENERGY SECTORS

-         Electricity production based in the phosiles recourses are impact in climate change and …………efekti ii serres . In Kosova production of energy is based 98% in lignite and that have big impact in environment, however we engage for:

-         Ban on enlargement  for new power plants based in lignite usage

-         Strategic orientation energy section development for renewble and alternative recourses.

-         Opose eventual bild nuclear centrals in Kosova or in region.

-         We engage  that the renewable energy mast patripation in the cumulative production on the steps: 2% in the 2005, 8% in the 20010, 15% in the 2015 and 30% in the 2025 year.

-         Use in the future of the same location and infrastructure for the new powr plants based in the natural gas.

-         Saving and efficience of energy in Kosova are mach  possibility for the future.

-         Reduce emissions of carbon dioxide CO2, as a  greenhouses gases, replesment,firstly energy polluted production with the generation lees polluted for the environment and to work in the wayratification of the KYOTO Protocol, as well to benifit from that.

-         For this rieson Parliament of Kosova will approved a decition for sucsesively outgoing the power plants of production in this deadline TEC KOSOVA A as a deffectuos power plants in 2004 and TEC KOSOVA B in the 2025 as well.

-         Used  the same location and infrastructure of present power stations for the new power plants based in the alternative end renewable energy.

-         Save and efficiency of energy in Kosova are mach possibility.  

4)  ENVORINMENTAL  ISIUSE

                        We live in a crucial moment of  our history. Kosova presents one of highest level of biodiversity in Europe. Unformtumately urban areas wich high desity of population are the most polluted areas  in the Europe as well.

-         Pollutions of the air, water, soil as well living species has brought serious stages and situation worsening. Taken alarming proportions ,situation is worst in the central region of Kosova, influenced by polluted technology in same time density of population is highst  in urban area as is strip Mitrovica- Prishtina – Hani I Elezit.

-         We are solidarity with the nature, ecosystems and with future generations.

5)      AIR PROTECTION

-         Permanent monitoring of the quality of air by measuring  concentration of pollutants  a specialy in the urban area.

-         Necessary prevention measures as well legal  contcions in the emergency cases  hygh emissions cocenntration of pollutants.

-         Implemention of KYOTO Protocol and obligations as a goal of reducment of emissions  greenhouses gases in atmosphere from divert sours.

-         Implementation of juducial structures wich include penalties, but also

Relief fiscal policies n investment to reduce greenhouses gases .

            6).  WATER PROTECTION

-         In Kosova surface water  allmost polluted and  specialists mean that  

50% of  infection or mallades are inifluenced by poor quality of water.  The public health in Kosova is danger. We engage for:

-         Water monitoring quality of water, lakes water and the rivers as well.

-         Tretman urban and industrial water before end pipe out of factory orsewage system

-         Protected and konservation  of river head with a geomonument values

-         Growing capacity of water  by ndertimi I miniacumulattions beacose Kosova have many possibility

-         Growing access to water distribution system for population.

-         Training and awareness raising for save of resources of water.

7)      SOIL AND FOREST PROTECTION

-         Protection of agriculture soil devastated by the illegally construction of  private and industrial facilities.

-         Protection from contamination that comes from air and water pollution, and illegal waste.

-         Revitalization of devastated soil, especially the area around industrial facilities.

-         Decontamination of soil in Mitrovica region caused by intensive pollution with heavy metals from Zvecan Led Smelter.

-         Vegetation and regeneration of industrial land-fields with adequate agriculture plants or forest.

-         Emergency legal domestic measures of prevention in protecting the existing resources of forestry and regeneration of poor ? (te zhveshura) surfaces

-         Conservation of natural values as geo-monuments as well as promote officially the date of 23-rd September, as a National Public Lands Day of Kosova.

-         Announcing new national parks and planning specific land area for ecological agriculture.

8) PROTECTION OF NATURAL RESOURCES

-         Sustainable exploitation of natural resources is in the real nowadays needs and planned for the future as well

-         Revitalization of lignite mines and other surface mines.

-         We have “rented” natural resources from our future generations and therefore we must exploit on the basis of modern standards and ecological sustainability.

9) TRANSPORT

-         Modernizing land and air traffic.

-         Develop and electrify train trails.

-         Give advantage to transport of goods by train.

-         Build electric infrastructure in the capital (Prishtina) and other big cities.

-         Use of electrical means for transport in the Ecological zones and National Parks.

-         Traffic reduction in the centre of the cities and use bypass roads.               

10)    MESAURES FOR PROTECTIN BY ILEGALY INDUSTRIAL AND URBAN WASTE

-         Strongly measures against illegal  waste and landfills near or around rivers and lacks .

-         Waste collection and recycling, re-use urban waste .

-         We support the time after time actions for cline surfaces in polluted areas

-         We engage for use new technology  in this field-berne waste in  cllost system and produce electricity of them.

11)    SPACE AND URBAN PLLANING

-         Harmonizing technical, urban and military development based in riel special and other limits in Kosova

-         Adequate location for civil, industrial and military facility, in areas with minimal agricultures quality and minimal impact in the environment.

-         Micro and macro planning  space in urban and rural areas.

12).   PUBLIC HEALTH

 Taking in to account polluted environment  from the past  as well consequence for the public heath, GPK will engage:

-         All the information and results about the impact in the environment must be open and regularly communicate and publish

-         Identification direct impact polluted environment  in public health.

-         Training and awareness raising  about the protection public health against all forms of position as  drags, alcohol, smoking etc.

-         General defend against AIDS and fighting against cancer, prevention smoking and alcoholism          

 13)  ENVORINMENTAL POLOCY AND INSTITUCIONAL ORGANITION

            Actually tendency are:

-         Sustainable principles and technological development friendly with environment.

-         Environment right as a basic right, development of democracy and redefinition of progress as well.

-         Transfer of technology and knowledge  by investment and policy( win-win).

-         We drought in nuclear energy and genetic engendering.

-         Supporting this tendency we are a party of optimism and focus in the future

-         Development the environmental institutions including special experts.

-         Build efficacy system of monitoring environmental quality takes place include: a)Ecological founds ; b) Efficacy inspection and environmental police; c) Expert groups input in the field for implementing environmental program and projects.          

14) CULTURE, EDUCATION AND SPORT

                        - Make environmental knowledge available on all levels  of understanding from primary schools to the university  level. Sustainable reform in the university , open an  environmental faculty under university or in private  education sector.

                        -  Ecological education , sensibility by art and sport etc.

                        -  News coverservation  geoparks and geomonuments .

                        -  Establishment  different sports and recreation centers as the maater public health interest in cooperation with the divert environmental and sport NGOs    

15    HE GREENS ARE THE SYNONIM FOR OPTIMISM AND FOCUS IN THE FUTURE.

            In the world there is a widespread of bellow listed tendencies:

-         Sustainable principles and technology development that is environmental friendly,

-         Environmental Right, as a basic right and democracy expansion,

-         Redefinition of progress,

-         Technology and knowledge transfer with the help of investments and politics (win-win),

-         Hesitance in nuclear energy and genetic engineering,           

By supporting these tendencies we become a party of optimism, openness to wards the world and focus in the future.

16    HE GREENS AND THE CIVIC SOCIETY

The green parties in the world are relatively new (70’s), in which many citizen nonpolitical initiatives and other movements have been adhered.

Therefore, the GPK is a party of basic democracy, with nonpolitical characteristics that elaborates cooperation on wide range. GPK develops its basic activity through different clubs. In this sense, GPK helps and eases the process of PUBLIC PARTICIPATION IN
DECISION-MAKING, as foreseen with international conventions.

 

17       UROPIAN UNION AND GLOBALIZATION

-          GPK intents to have an periodical new paper or informative magazine

-         All documents and information concerning environmental issues in Kosova , mast by despoiled for the opinion.    

20)   A   C   T   I   V   I   T   Y

-         GPK develops its activity through executive boards in central and local level ( branches,subranches ) and different clubs. In this sense,

-         GPK develop an cooperation  with others similarly parties and movements in region, Europe and world level to promote better ours aims  and goals.

-         Build Green Regional Group including KOSOVA, ALBANIA, MOTENEGRO and MACEDONIA concerning commune interesting  bilaterally and trilaterally projects.

-         Cooperation closely with local, international environment NGOs and foundations helps to promote realosing and eases ideas and concrete projects.

-         We engage for all forms of democratic promotion ours goals including nonviolence demonstrations, protests, petitions  and monitoring etc.
